I'm looking to notate a popular 80's tune, The Police's song, 'Every Little Thing She Does Is Magic'. However, I've actually realized, when listening to the original studio recording, that it seems as though it was recorded a quarter tone sharp from standard tuning. That being said, I want to find out if Sibelius has a way of notating songs in transpositions like this one. If so, what parameters do I select? On top of that, do the Sibelius Access scripts have specific hotkeys for this kind of notation?

The printed notation does not change, whatever the reference pitch is.
Tuning only affects audio playback. Sibelius Player uses the standard reference A=440, but some other player devices can use custom reference pitches.
It might be possible to persuade Sibelius Player to use a custom pitch reference by inserting appropriate MIDI pitch bends at the start of every staff. But, then, you would need to take care not to use glisses or slides anywhere in the score.

Notation tells the performer where to put his fingers on the piano keyboard, guitar fretboard etc. A written instruction might be added 'Tune your instrument a quarter-tone sharp'. But the notation stays the same.
It's quite likely The Police played the song at normal pitch, the engineer subsequently vari-speeded the recording up a notch. This is a common recording technique, when the producer thinks it will add a little 'excitement' to the performance.

Are they real steel drums or synth? There's a piano in there, which argues against it being RECORDED sharp.
It's an interesting track. The vocals sound as if they're in the next room! I wonder if the shots at the mixing desk around 0'30' in the official video are a poke at all the arguing about the arrangement and mix? :-)

You can tap in the beat to your favourite metronome app to get a tempo figure. It probably varies a bit. I doubt a click track was part of the recording process.
