I am not sure what you mean exactly by kiosk mode since this isn't a term used in association with the operating system, or even with Macs for that matter. I assume you mean it is locked to some screen, but without a more detailed description of what is happening it is hard to tell.
Can you not simply restart the computer?
There are keyboard shortcuts that activate items in System Preferences > Universal Access. Maybe it was one of those? There are also screen features activated through various F keys.

Recently unable to use Apple Menu and power button to directly log out, turn off or restart.


Currently I have to switch to separate Log In Window, type in Admin credentials to do the same.

Also, Terminal reboot works.

What preferences do I need to alter to get this fixed?

To hide all applications except for the active one, press “Command + Option + H”.To hide all applications, you just have to make sure that no application window is active. Mac keyboard shortcut to access app. Clicking the desktop will usually do the trick.
