Mac Os X Kiosk Software

Putting Web Browsers in 'Kiosk Mode' - Some web browsers have a kiosk mode that limits what users can and cannot do. ICab is the only Mac OS X web browser that has built-in kiosk mode. Maintenance - Even though the system is locked down so that users can't make changes, Mac OS X and many applications require that the user be able to make.

I am not sure what you mean exactly by kiosk mode since this isn't a term used in association with the operating system, or even with Macs for that matter. I assume you mean it is locked to some screen, but without a more detailed description of what is happening it is hard to tell.
Can you not simply restart the computer?
There are keyboard shortcuts that activate items in System Preferences > Universal Access. Maybe it was one of those? There are also screen features activated through various F keys.

Recently unable to use Apple Menu and power button to directly log out, turn off or restart.

Currently I have to switch to separate Log In Window, type in Admin credentials to do the same.

Also, Terminal reboot works.

What preferences do I need to alter to get this fixed?
